COMMANDER'S MESSAGE

  Workers' Compensation Fund for the Benefit of Volunteer Safety Workers applications have been 
mailed to all departments.  A second mailing will be out shortly.  The State Fire & Rescue Commission 
shall administer the fund by contracting with a third party administrator.  Eligible departments must not 
be a part of local government.  The fund is in the Department of Insurance and is an expendable trust 
fund.  Revenue in the fund shall be used to provide Workers' Compensation benefits to eligible members 
under Chapter 97 of the general statutes that governs the payment of benefits from the fund.  Benefits 
are payable for compensable injuries or deaths that occur on or after July 1, 1996.  Revenue is credited 
to the fund from appropriations made to the Department of Insurance for this purpose and every unit that 
elects to participate shall pay into the fund an amount set annually by the State Fire and Rescue 
Commission to ensure that the fund will be able to meet its payment obligations.  The amount shall be 
set as a per capita fixed dollar amount for each member on the roster of the eligible unit.  The fixed 
dollar amount for 1996-1997 fiscal year is $50.00.  Payment must be made by July 1st.  This is your 
fund and I urge you to participate in it.  If you need additional information, contact the Department of 
Insurance or your Fire or Rescue Associations.
  Are you in the Pension Fund?  Are you in the Benevolent Brotherhood?  If the answer is no, you are 
doing a disservice to your family.  Get the facts, and I feel you will become a part of these two great 
funds.  
  
VICE-COMMANDER'S MESSAGE

  Spring has sprung, fall has fell, summer is here and it's hot as all blue blazes.  Time to get out the Quik 
Kools and take care of those heat exhaustion patients.  Seriously though, springtime does bring about 
some thoughts that need to be kept in the front of everyone's mind.  The Workers' Compensation 
applications are on the street and hopefully you will take advantage of this new service.  Many thanks go 
out to all those who spent so much time in meeting and on the phone getting everything just right for us.
  Convention 1996' is just around the corner.  Asheville needs your registration packets so that they can 
plan effectively for our visit.  Also, if you have extra rooms reserved that you know you are not going to 
use, either cancel them or let Gordon at the office know so that others may get a chance to use them.  
Don't forget the next judge's evaluation in Edenton on Saturday, July 27th.  This will be your last chance 
this year to get evaluated for judging at the 1996' Convention.
  Remember the Brotherhood and keep your rosters up to date.  Thanks for all you do for your 
community, your cities, counties and state.

  This seminar introduces personnel to the problems and solutions of water rescue such as those 
encountered during flash floods, seasonal flooding, large-scale disasters, and flood control projects.  
Situations discussed include handling submerged vehicles, and victims trapped in low-head dams, 
irrigation and flood control canals, and mud slides.  Basic equipment needs, new techniques, training 
considerations, and multi-agency cooperation are also covered.  This seminar is entirely classroom, so 
no equipment is required.

APEX RESCUE CELEBRATES 25th ANNIVERSARY

  Apex Rescue was organized in July 1971 to provide emergency ambulance care to the sick and injured 
in the town of Apex and communities in Wake County.  The squad provides Paramedic level service 
operating three ambulances, one crash truck and two boats.  The celebration will continue from now 
until an Awards Banquet and 25th Celebration on August 10, 1996.  You are invited to stop in and visit 
the squad at any time.

"HELICOPTER USE IN RESCUE"

  Blue Ridge Community College offers a class quarterly entitled "Helicopter Use in Rescue" to 
fire/rescue personnel subject to mountain or high-level rescues.  The course includes instruction on 
communication, guiding and landing helicopters, safety in and around helicopters, how to load and 
balance a helicopter, extinguishing turbine engine fires, LZ management and live rescue scenario atop 
Looking Glass Rock in Pisgah National Forest.  WNC Helicopter Service provides the helicopter and 
assists with course instruction.  Cost is $60.00 per person with maximum class of 20 students.  For more
