    COMMANDER'S MESSAGE

    On Sunday, March 14, 1999 the North Carolina Association of Rescue & EMS lost one of its most loved and hard working members. William F. "Bill" Osborne died after a brief illness leaving behind a grieving family and many friends in tears. I am thankful that I was given the opportunity to know and work with Bill Osborne, and that I was able to spend time with him recently. Bill was not concerned for himself so much as he was always more concerned for others in Rescue & EMS. He dedicated himself to helping others. He helped those who needed immediate assistance, but also went to great lengths to assist those who wanted to join a squad and live their lives helping others.

    Bill Osborne was someone you could pattern your life after and know that in God's sight it was a job "well done". We'll all miss Bill; however, he would want us to carry on our work to the highest standard and never give up an opportunity to help someone. Our prayers are with his family during this time of suffering. May God bless and keep each of you.

    KENANSVILLE FIRE/RESCUE/EMS HONORS MEMBERS

    Barbara Barnette was honored as Rescue & EMS Person of the Year. Robbie Whitman was honored as Fireman of the Year. The recipients are picked by the members of the department. The awards were presented at the annual banquet held at the Country Squire on March 5, 1999.

    CARY EMS RECEIVES NATIONAL ACCREDITATION

    Cary Area Emergency Medical Services (Cary EMS) has been designated the first volunteer department in the nation to receive full accreditation from the Commission on Accreditation of Ambulance Services (CAAS). The accreditation for the non-profit agency recognizes it is in compliance with national standards of excellence.

    The comprehensive review process in which Cary EMS participated included an on-site review by a panel of experts in the field of emergency medical services and completion of an extensive two year application process. These standards set by CAAS address the delivery of patient care, as well as Cary EMS's total operation, including its relationship with other agencies, the general public and the medical community.

    Cary EMS is now one of 64 departments out of approximately 17,000 EMS agencies nationwide to successfully complete this review, placing the department in the top .3% of all departments in the United States.

    CAAS is a non-profit organization established to encourage and promote quality patient care in America's medical transportation system. The Commission's primary focus is high-quality patient care, promoted through its establishment of national standards which often exceed state and local requirements.

    Cary EMS and Westcare EMS join Gaston County EMS as the second and third departments in North Carolina to receive accreditation.

    6th ANNUAL N.C. SWIFTWATER RESCUE SCHOOL

    April 30, May 1, 2, 1999 Hosted by Orange EMS & Rescue Squad, Inc. and sponsored by Durham Technical Community College. Classes will be taught at Orange EMS & Rescue Squad in Carrboro and on the Haw River. Graduates will receive the Swiftwater Rescue Technician I Certification as offered by Rescue 3 International. This course will fulfill all ERT water rescue requirements. Course brochure will be mailed in March to all Association member departments.     ASHE COUNTY RESCUE HONORS ROBERT POE

    Robert was honored for his service and dedication to Ashe County Rescue Squad. He has been a member since 1978. He has served as chief for 7 years. Other offices held were; training officer and equipment officer. He has served on the Board of Directors since 1997 and is the current chairman. The award was presented at a squad banquet on February 27, 1999.

    BILLY TOLER AWARDED THE DR. DONNIE H. JONES, JR. AWARD

    Toler was presented the award by the Princeton CD Rescue Squad for outstanding community service for 1998. The award goes to the EMT voted on by their peers. Billy has served the Princeton CD Rescue for over 20 years. Others were also recognized for their years of service. 25 years - Pete Lee, Kenneth Starling, Bob Starling. 23 years - Billy Toler. 15 years - Eddie Haddock, Kim Haddock, Ken Starling, Peggy Starling, Tom Talton. 10 years - Henry Butts, Eugene Hartley. 5 years - Martha Casey, Shirley Newcomb, Sherri Peedin, Fuzzy Pilkington, Mike Radford, Carolyn Starling. The annual installation banquet was held February 25, 1999.
